City of New Orleans advances legislative agenda focused on innovation and public safety

The City of New Orleans announced on April 2 that key parts of its legislative agenda are progressing at the State Capitol, with a focus on modernizing services, strengthening public safety, and preparing for future challenges.

These legislative efforts are considered important as they aim to improve city operations, invest in infrastructure, and enhance emergency response systems. City officials say these measures will help deliver better services to residents and support economic growth.

This week, the city advanced several pieces of legislation: HB892 seeks to catalyze development in the historic West End by creating an economic development district to manage land and oversee contracts; HB463 aims to stabilize public safety funding by updating revenue streams for emergency communications; and SB384 would allow a Pilot Innovation Hub developed with Newlab New Orleans to test solutions for flooding, infrastructure needs, and coastal protection while supporting local business growth.

“This is about making government work better for our people,” said Mayor Helena Moreno. “We’re unlocking innovation, strengthening public safety, and building for the future.”

CAO Joe Giarrusso said: “Mayor Moreno’s goal is for a better New Orleans. That can only happen with innovation and investing in the future. The Economic Development District is a perfect example of innovation and investment to keep resources such as infrastructure, police, and sanitation committed to the West End project.”

According to city officials, these initiatives reflect a priority on smarter solutions for residents. The full legislative agenda—adopted under Mayor Moreno’s leadership alongside the City Council—focuses on fiscal responsibility, government reform, and enhanced public safety. The current state legislative session began in March in Baton Rouge and will continue through June.
