Congressman Troy A. Carter, who represents Louisiana’s 2nd district in the U.S. Congress, recently addressed several key issues on his social media account, ranging from health care access to public safety and HIV/AIDS awareness.
On December 2, 2025, Carter warned of impending changes to health care tax credits: “Did you know that in less than two weeks, #ACA tax credits will expire, making health care unaffordable for countless working Americans? @HouseDemocrats have introduced a discharge petition to force a vote on a three-year extension of these lifesaving tax credits. It’s past time”.
The following day, December 3, Carter commented on federal law enforcement activity in New Orleans: “New Orleans welcomes partnership. We do not welcome occupation.
What we are seeing unfold in our community is not public safety; it is a political stunt wrapped in badges, armored vehicles, and military uniforms. ICE teams, Border Patrol agents, and now National Guard personnel”.
Later that same day, he marked World AIDS Day by highlighting an initiative at his office: “To commemorate #WorldAidsDay, I’m proud to display an homage to the Aids Memorial Quilt outside my office in honor of those we’ve lost to HIV/AIDS. HIV services are a critical aspect of our public health infrastructure, and I’m committed to protecting and preserving this”.
Carter has represented Louisiana’s 2nd District since 2021 after succeeding Cedric Richmond. He previously served both in the Louisiana House of Representatives from 1992 to 1994 and the Louisiana Senate from 2016 until his election to Congress. Born in New Orleans in 1963 and currently residing there, Carter graduated with a BA from Xavier University of Louisiana in 1986.
