Two days later, on February 17, Carter shared greetings for Mardi Gras with his constituents: “Happy Mardi Gras #LA02! Have a wonderful day as we celebrate the traditions and spirit that make Louisiana so special. Stay safe and let the good times roll! https://t.co/HdkF8MHiWz”.
Later that same day, he congratulated Arthur Hardy on his retirement after fifty years of producing the Mardi Gras Guide: “Congratulations to my dear friend Arthur Hardy on his retirement after 50 incredible years of the Mardi Gras Guide! For five decades, his work has helped preserve, celebrate, and share the rich traditions of Carnival in New Orleans.

Carter has represented Louisiana’s 2nd District since 2021 after succeeding Cedric Richmond. He previously served in both chambers of the Louisiana legislature—first in the House of Representatives from 1992 to 1994 and then in the Senate from 2016 to 2021.
