Congressman Troy A. Carter, who represents Louisiana’s 2nd district in the U.S. Congress, shared a series of updates on his official X account on September 4, 2025. The posts highlighted his recent activities in Congress and addressed concerns regarding proposals to deploy the National Guard to New Orleans.

In an early post from September 4, Carter summarized his summer efforts: “It’s been a busy summer fighting for you in the Halls of Congress and on the ground in #LA02. Later that day, Carter commented on public safety initiatives and federal involvement in New Orleans: “Violent crime is down in New Orleans, and we welcome help from the federal government to keep our city safe. But militarizing the streets is not the way to do it.  I went on @CNN to discuss Trump’s proposed deployment of the National Guard to New Orleans. Watch: https://t.co/1RCY8vrUHf”.

Shortly after, he posted about direct communication with President Biden regarding this issue: “Today I sent a letter to @POTUS expressing my deep concern regarding his recent public statements about potentially sending the National Guard into the City of New Orleans. If the Trump Administration wishes to support New Orleans, I stand ready to work with them on real,”.

Troy Carter has represented Louisiana’s 2nd congressional district since replacing Cedric Richmond in 2021. He previously served in both chambers of Louisiana’s state legislature—the House from 1992-1994 and Senate from 2016-2021—and holds a BA from Xavier University of Louisiana (FACTS 1, 2, 3, and 4). Born and residing in New Orleans since 1963, Carter continues his legislative career focused on local engagement and public safety.
