Carter has served as U.S. Representative for Louisiana’s 2nd District since 2021 after succeeding Cedric Richmond. He previously held positions in both chambers of Louisiana’s state legislature between 1992 and 2021. Born in New Orleans in 1963, Carter continues to reside there today and graduated from Xavier University of Louisiana with a BA in 1986.
