Later that day at 18:28 UTC, Carter commented on proposed changes to federal disaster agencies during the Trump administration: “As soon as I learned that the Trump administration was trying to dismantle @fema and cut hurricane forecasting data, I sent letters directly to Trump and @Sec_Noem making it clear how reckless this proposal was and the grave harm it would cause to states like Louisiana. I’m”

Carter has served as U.S. Representative for Louisiana’s 2nd District since 2021 after succeeding Cedric Richmond. He previously held positions in both chambers of Louisiana’s state legislature between 1992 and 2021. Born in New Orleans in 1963, Carter continues to reside there today and graduated from Xavier University of Louisiana with a BA in 1986.
