Congressman Troy A. Carter, who represents Louisiana’s 2nd district in the U.S. Congress, posted a series of messages on social media between February 18 and 19, 2026, addressing personal loss, federal health policy, and a missing person alert.
On February 18, Carter shared his condolences for the passing of a close friend: “My heart is heavy as I say goodbye to my dear friend, Bobbie Henry.
Though he was older than me, we both came up in the Cutoff, rooted in the same community that shaped our character and our faith. Bobbie was a steady presence in my life, one of my biggest supporters, always https://t.co/uqwOIocbfx” (February 18, 2026).
The following day, Carter criticized former President Donald Trump’s actions regarding Medicaid: “Donald Trump promised to “protect and cherish Medicaid,” but his signature on the #BigUglyBill delivers the largest Medicaid cut in history—driving up costs and putting health care out of reach for millions of Americans. I won’t stop fighting alongside my @HouseDemocrats https://t.co/YhIwZdVriG” (February 19, 2026).
Later on February 19, Carter issued a public safety notice about a missing teenager: “NOLAREADY: Kymaria Mitchell, black female, 16 yrs, 5’6”, 165 Ibs is reported missing. Anyone with information is asked to call (504) 658-6070. https://t.co/YkNzulvGtR” (February 19, 2026).

He was born in New Orleans in 1963 and continues to reside there. Carter graduated from Xavier University of Louisiana with a Bachelor of Arts degree in 1986.
