Congressman Troy A. Carter, who represents Louisiana’s 2nd district in the U.S. Congress, posted a series of messages on social media between February 18 and 19, 2026, addressing personal loss, federal health policy, and a missing person alert.

On February 18, Carter shared his condolences for the passing of a close friend: “My heart is heavy as I say goodbye to my dear friend, Bobbie Henry.

Carter has served in Congress since replacing Cedric Richmond in 2021 and previously held positions in both the Louisiana House of Representatives and Senate. He was born in New Orleans in 1963 and continues to reside there. Carter graduated from Xavier University of Louisiana with a Bachelor of Arts degree in 1986.
