Congressman Troy A. Carter, who represents Louisiana’s 2nd district in the U.S. Congress, recently posted a series of statements on social media addressing public safety, opportunity access, and encouragement to his constituents.

On February 8, 2026, Carter offered words of support with a brief message: “Hang in there https://t.co/vUpp8Ig2DQ”.

The following day, February 9, he emphasized the critical role of communication for first responders during emergencies in Louisiana. Carter stated: “In Louisiana, we know firsthand the importance of a reliable and efficient public safety response network. When disaster strikes, our first responders need to have a clear channel of communication to do their lifesaving work. That’s why I joined my colleagues in @EnergyCommerce https://t.co/6Tgwb0431b”.

Later that same day, Carter announced an initiative aimed at increasing access to opportunities for young people from diverse backgrounds. He wrote: “No two people have the same background or path in life. It’s our responsibility to ensure everyone has access to the opportunities and the resources to achieve their dreams. That’s why I’m proud to announce the launch of the Bipartisan Opportunity Youth Caucus! This https://t.co/mj40rexbxK”.

Carter has represented Louisiana’s 2nd congressional district since 2021 after succeeding Cedric Richmond. He previously served in both chambers of Louisiana’s state legislature—from 1992 to 1994 in the House of Representatives and from 2016 to 2021 in the Senate. Born and residing in New Orleans, Carter graduated from Xavier University of Louisiana with a BA in 1986.
