Congressman Troy A. Carter, who represents Louisiana’s 2nd district in the U.S. Congress, posted a series of messages on July 22, 2025, addressing concerns about authoritarianism, redistricting practices, and congratulating a colleague on an academic appointment.
In his first post at 12:55 p.m. UTC, Carter warned against the gradual rise of authoritarianism, stating: “History often warns us that authoritarianism doesn’t arrive overnight — it creeps in through leaders who manipulate fear, power, and national pride. We must ALL stand together against this— Republican and Democrats!”
Later that day at 1:41 p.m. UTC, Carter discussed the concept of “cracking” in redistricting and its impact on minority voters. He wrote: “Do you know what ‘cracking’ means in redistricting? Let me explain how Republicans are using it right now to silence minority voters in the very communities they’ve already harmed with their #BigUglyLaw. #TuesdayTidbit https://t.co/1xtrBl8ile”
At 6:56 p.m. UTC on the same day, Carter extended congratulations to Dr. Joseph Bouie Jr., who was named Chancellor of Southern University at New Orleans (SUNO). The congressman stated: “Congratulations to my dear friend Dr. Joseph Bouie, Jr. on being named the 10th Chancellor of @SUNOKnights! Dr. Bouie is a proud SUNO alumnus, a Louisiana State Senator, and a proven leader who I know will bring great things to this illustrious university.”
Troy Carter has represented Louisiana’s 2nd District in Congress since replacing Cedric Richmond in 2021 and previously served both in the Louisiana House of Representatives (1992-1994) and Senate (2016-2021). Born in New Orleans in 1963 and currently residing there at age 59, Carter is also an alumnus of Xavier University of Louisiana.
