Congressman Troy A. Carter, representing Louisiana’s 2nd district, recently expressed his pride and joy on social media regarding significant events connected to his constituency and personal history. Serving in Congress since 2021 after replacing Cedric Richmond, Carter has a long-standing connection to the area he represents.
On May 8, 2025, Congressman Carter shared his sentiments about the historic selection of the first American Pope with Creole and Haitian roots. He wrote, “As a Black man, a proud son of New Orleans, and the U.S. Congressman representing the very 7th Ward neighborhood where our new Pope’s family hails from, I am bursting with pride today.” He emphasized the significance of this moment as “history.”
In another post on May 8, Carter reiterated his feelings of pride related to this historic event. He stated, “As a Black man, a proud son of New Orleans, and a U.S. Congressman honored to represent Louisiana’s 2nd Congressional District — which includes the very 7th Ward neighborhood where our newly selected Pope’s family once lived — I am overwhelmed with joy and pride at this historic” event.
The following day on May 9, Carter highlighted his connection to Xavier University of Louisiana by sharing remarks from the Xavier Centennial Gala. In his tweet he mentioned, “Congressman Troy A. Carter, Sr. Xavier Centennial Gala Remarks via @YouTube As the U.S. Congressman proudly representing Xavier University of Louisiana — the one-of-a-kind, historic Black Catholic university — and as a proud alumnus from a long line of” alumni.
Troy Carter was born in New Orleans in 1963 and graduated from Xavier University of Louisiana in 1986 with a BA degree. His career in public service includes terms in both the Louisiana House of Representatives and Senate before serving in Congress.
