Congressman Troy A. Carter, who represents Louisiana’s 2nd district in the U.S. Congress, has voiced concern over recent threats made against Historically Black Colleges and Universities (HBCUs) across the nation. On September 11, 2025, Carter posted several statements on social media addressing the issue and calling for federal action.
In a post made at 17:05 UTC, Carter stated, “Threats against HBCUs are attacks on our history, culture, & future. As Congressman for Louisiana — home to some of the nation’s best HBCUs — I’m calling on the federal gov’t to use EVERY resource to find & prosecute these hateful cowards. We stand united. #HBCUs”.

Troy Carter has served in Congress since 2021 after replacing Cedric Richmond as representative of Louisiana’s 2nd district. He previously held positions in both the Louisiana House of Representatives and Senate before his current role. Born in New Orleans in 1963 and currently residing there, Carter is also an alumnus of Xavier University of Louisiana.
His public call comes amid ongoing concerns about safety at HBCUs nationwide following multiple reported threats targeting such institutions.
