On March 11, 2025, Carter criticized the arrest of a legal permanent resident without a warrant. He stated: “I would expect to see this kind of behavior in a dictatorship, but not in the United States. Making an arrest without a warrant of any kind for a legal permanent resident of this nation is unacceptable and goes against his First Amendment right to free speech.”

In another tweet on the same day, he addressed actions by certain political factions regarding law enforcement and veteran affairs. He remarked: “You just can’t make this stuff up! MAGA Republicans want to defund police, dismantle the lives of Veterans and cut vital resources for veterans that have been impacted by burn pits and other harmful toxins, while defending our country!”

Later that day, Carter highlighted legislative efforts aimed at enhancing national security through bipartisan cooperation. He tweeted: “My bipartisan #SecuringTheCities Improvement Act strengthens national security by enhancing @DHSgov support for cities in the ‘Securing the Cities program’ that works to prevent terrorist attacks in high-risk areas, like New Orleans.”
