Congressman Troy A. Carter, who represents Louisiana’s 2nd district in the U.S. Congress, recently used his social media platform to address issues related to marijuana prohibition and to celebrate local athletic achievements.
On December 13, 2025, Carter posted: “Marijuana prohibition has failed our communities. It has disproportionately harmed people of color — fueling mass incarceration, tearing families apart, stripping away opportunities, and burdening people with lifelong criminal records.”
Later that day, he announced new legislative efforts: “I’m proud to introduce the Realizing Equitable & Sustainable Participation in Emerging Cannabis Trades (RESPECT) Resolution to help build an equitable cannabis industry that addresses, reverses, and repairs the harms of the failed ‘War on Drugs.’ @Ilhan @repdinatitus @RepLSimon”
In a separate post dated December 14, 2025, Carter recognized a local high school football team’s success: “Congratulations to the 8x State Championship-winning @EdnaKarrHS Football team on their win in the Superdome tonight! Carter has served as a member of Congress since 2021 after succeeding Cedric Richmond. He previously held seats in both the Louisiana House of Representatives from 1992 to 1994 and the Louisiana Senate from 2016 to 2021. Born in New Orleans in 1963 and currently residing there at age 59, Carter graduated from Xavier University of Louisiana with a BA in 1986.
