Carter has represented Louisiana’s 2nd congressional district since 2021 after succeeding Cedric Richmond. Before serving in Congress, he was a member of the Louisiana House of Representatives from 1992 to 1994 and served in the Louisiana Senate from 2016 to 2021. Born in New Orleans in 1963, Carter is currently a resident there and graduated from Xavier University of Louisiana in 1986 with a Bachelor of Arts degree.
