Congressman Troy A. Carter, who represents Louisiana’s 2nd district in the U.S. Congress, posted a series of updates on January 22, 2026, addressing reproductive rights and local infrastructure and health funding.
In his first post on January 22, Carter marked the anniversary of a significant Supreme Court decision: “Today would have been the 53rd anniversary of Roe v. Wade, a landmark decision that once protected reproductive freedom in America. Instead of moving forward, #SCOTUS went backward, overturning Roe and stripping millions of Americans of access to abortion care. We can’t continue”.
Later that day, Carter announced progress on a redevelopment project in New Orleans: “I’m proud to announce that the former Naval Support Activity complex in the Bywater is finally being transformed! I’ve been a longtime supporter of this project and helped secure $2 million from the @EPA, funding made possible by the #BipartisanInfrastructureLaw that I”.
In his final update for the day, Carter referenced new federal funding for his district: “I proudly supported two bipartisan funding bills which deliver over $17 million in #CommunityProjectFunding for #LA02 that will help make our communities healthier, safer, and stronger. These bills also included legislation I championed to reauthorize the Sickle Cell Disease”.
Troy Carter has represented Louisiana’s 2nd District since 2021 after replacing Cedric Richmond. He previously served in both chambers of Louisiana’s state legislature and was born and raised in New Orleans.
He graduated from Xavier University of Louisiana with a Bachelor’s degree in 1986.
