Congressman Troy A. Carter, who represents Louisiana’s 2nd district in the U.S. Congress, marked several significant anniversaries and paid tribute to a prominent local figure in a series of posts on social media this week.
On August 28, 2025, Carter reflected on the anniversary of the March on Washington. In his post, he stated, “In 1963, hundreds of thousands gathered at the #MarchOnWashington to demand an end to segregation and discrimination. Today, as we continue to fight hateful rhetoric and attempts to rewrite our history, we honor their legacy and demand a more just and equal future.”
Later that day, Carter honored Steven R. Plotkin for his service to Louisiana: “The Honorable Steven R. Plotkin was a devoted husband, father, grandfather, and lifelong public servant to Louisiana. He served as Louisiana Civil District Judge, 4th Circuit Appellate Judge, and shaped a new generation of leaders through his passion for teaching. He was engaged” (August 28, 2025).
On August 29, 2025, Carter commemorated two decades since Hurricane Katrina impacted New Orleans and surrounding communities: “Today marks 20 years since Hurricane Katrina devastated our communities. This isn’t just history, it’s personal. While we remember the pain and loss, we also draw strength from the courage of the survivors who built their lives and our communities against all odds. #Katrina20”
Carter has represented Louisiana’s 2nd district in Congress since replacing Cedric Richmond in 2021. Before joining Congress, he served in both chambers of the Louisiana legislature—first in the House of Representatives from 1992 to 1994 and then in the Senate from 2016 to 2021. Born in New Orleans in 1963 and currently residing there at age 59, Carter is an alumnus of Xavier University of Louisiana.
