Congressman Troy A. Carter, who represents Louisiana’s 2nd district in the U.S. Congress, posted a series of tweets on December 9, 2025.

Carter has served as the representative for Louisiana’s 2nd district since replacing Cedric Richmond in 2021. Before his tenure in Congress, he was a member of the Louisiana House of Representatives from 1992 to 1994 and served in the Louisiana Senate from 2016 to 2021. Born in New Orleans in 1963, Carter continues to reside there and is an alumnus of Xavier University of Louisiana, where he earned his bachelor’s degree in 1986.
