On July 9, 2025, Congressman Carter reflected on the historical significance of the 14th Amendment’s ratification anniversary. In his tweet he remarked: “It’s been 157 years since the #14thAmendment was ratified, granting citizenship to Black Americans, establishing #DueProcess, and extending the Bill of Rights to the states. Troy Carter was born in New Orleans in 1963 and currently resides there. He graduated from Xavier University of Louisiana with a BA in 1986. Before serving in Congress, he held positions in both the Louisiana House of Representatives (1992-1994) and Senate (2016-2021).
