The Louisiana House of Representatives passed House Bill 1243 on April 23, giving the New Orleans City Council greater authority over the Sewerage & Water Board of New Orleans. The legislation, sponsored by state Representative Stephanie Hilferty of New Orleans, aims to address ongoing issues with the board and has been a priority for Mayor Helena Moreno.
This development is significant because it seeks to increase transparency and accountability in how the Sewerage & Water Board operates. If enacted into law, the bill would allow the city council to pass ordinances granting oversight over key areas such as budgets, project priorities, and contract approvals.
Mayor Moreno said, “We can’t keep doing things the same and expect different results that’s why this reform is necessary. Giving the city more local control will begin to put us in line with other parishes and will bring the level of transparency, accountability and outcomes the people of New Orleans deserve.”
The measure passed with broad support in a vote of 89-8. It now moves to consideration by the state Senate.
If approved by both chambers and signed into law, city officials would have new tools for managing one of New Orleans’ most critical infrastructure agencies. Observers say these changes could help improve services for residents who rely on water management systems.
