Congressman Troy A. Carter, who represents Louisiana’s 2nd district in the U.S. Congress, recently posted a series of tweets addressing legislative efforts and local news relevant to his constituents.
On May 21, 2026, Carter expressed opposition to the Republican budget proposal and criticized former President Donald Trump’s comments on Americans’ financial concerns. He wrote: “I proudly stood with @HouseDemocrats and @SenateDems as we united against Republicans’ reckless budget that puts working families last. Donald Trump said the quiet part out loud when he admitted, ‘I don’t think about Americans’ financial situation. I don’t think about anybody.'”
The following day, on May 22, Carter highlighted his meeting with representatives from the Shrimp Alliance and Louisiana fishermen. He referenced recent legislative progress: “It was great to meet with @ShrimpAlliance and some of our Louisiana fishermen. I am proud to champion bills like the Destruction of Hazardous Imports Act, which was passed yesterday in @EnergyCommerce to create a fair playing field for our fishermen and domestic shrimp industry.”
Later on May 22, Carter commemorated Rev. James Carter’s legacy at Loyola University: “New Orleans has lost a giant. Rev. James Carter passed away at 98 after more than 75 years of service to Loyola University, a place he loved. A physicist, educator, and Loyola’s longest-serving president, Carter led the university for 21 years and never stopped teaching.”
Carter has served in Congress since replacing Cedric Richmond in 2021 and previously held seats in both the Louisiana House of Representatives (1992-1994) and State Senate (2016-2021). Born in New Orleans in 1963, he continues to reside there today.
Troy Carter graduated from Xavier University of Louisiana with a BA in 1986.
