Before his current role in Congress, he was a member of the Louisiana House of Representatives from 1992 to 1994 and served in the Louisiana Senate from 2016 until his election to Congress (source). Born in New Orleans in 1963 and currently residing there at age 59, Carter is an alumnus of Xavier University of Louisiana, where he earned his BA degree in 1986.
