Troy Carter has served in Congress since replacing Cedric Richmond in 2021. Prior to this role, he was part of the Louisiana House of Representatives from 1992-1994 and served in the Louisiana Senate from 2016-2021. Born in New Orleans in 1963, he holds a BA from Xavier University of Louisiana.
