Congressman Troy A. Carter, who represents Louisiana’s 2nd district in the U.S. Congress, recently addressed several legislative and policy issues through a series of posts on social media.
On March 27, 2026, Carter commented on the ongoing budget dispute affecting federal workers: “In a recent @HomelandDems hearing, I highlighted that TSA agents going without pay isn’t just a budget dispute, it’s a window into how the Trump admin treats our federal workers. Republicans are claiming this is a Democratic shutdown, but they’ve blocked FIVE opportunities to pay”.
Two days later, on March 28, Carter discussed his vote against a funding bill for the Department of Homeland Security (DHS): “I voted NO on House Republicans’ all-or-nothing bill to fund DHS without reforms to ICE. By not passing the Senate bill, Trump and House Republicans are guaranteeing DHS will continue to be shut down, refusing to work in the best interest of the American people. I’ll continue to”.
On March 29, Carter shared recognition he received from an animal welfare group: “I’m honored to be named among the top legislators by @humaneactfund for supporting the critical need for stronger animal protection policies. As an animal lover with pets as part of my family, I’m committed to fighting in Congress to strengthen protections and end animal cruelty.”
Carter has served as Louisiana’s 2nd district representative since 2021 after replacing Cedric Richmond. Before joining Congress, he was a member of both the Louisiana House of Representatives and State Senate. Born in New Orleans in 1963, Carter continues to reside there and holds a BA from Xavier University of Louisiana.
