Congressman Troy A. Carter, who represents Louisiana’s 2nd district in the U.S. Congress, recently used his social media platform to address infrastructure developments, flood insurance legislation, and political rhetoric in Washington.
On December 10, 2025, Carter announced the progress of a long-awaited transportation project: “After six years, the Algiers Ferry Terminal is finally on its way back, stronger, safer, and ready for the future! The renovation was made possible by a $9.7 million upgrade supported by the FTA and funded through the #BipartisanInfrastructureLaw I proudly helped pass.”
The following day, December 11, Carter commented on issues with the National Flood Insurance Program (NFIP), stating: “The #NFIP lapsing isn’t a partisan problem, it’s a people problem. Families shouldn’t lose coverage or face higher premiums because of political gridlock. I’m proud to introduce the National Flood Insurance Program Automatic Extension Act to ensure the NFIP automatically”.

Troy Carter has represented Louisiana’s 2nd District since 2021 after replacing Cedric Richmond. Before his tenure in Congress, he served in both chambers of Louisiana’s state legislature—the House from 1992 to 1994 and the Senate from 2016 to 2021. Born in New Orleans in 1963 and currently residing there at age 59, Carter graduated with a BA from Xavier University of Louisiana in 1986.
