Congressman Troy A. Carter, who represents Louisiana’s 2nd district in the U.S. Congress, recently posted a series of messages on his official X account covering topics from honoring military leadership to college athletics and historical remembrance.
On September 20, 2025, Carter extended birthday wishes to a notable figure in New Orleans and national history. He wrote, “Happy birthday to my dear friend @ltgrusselhonore!
