Congressman Troy A. Carter, who represents Louisiana’s 2nd district in the U.S. Congress, recently addressed two key issues affecting his state in a series of social media posts.

On August 19, 2025, Carter wrote about concerns regarding federal homeland security funding: “I joined @HomelandDems in sending a letter to @Sec_Noem demanding accountability for the disastrous rollout of #FY25 Homeland Security preparedness grants. These vital programs are meant to help communities prevent terrorist attacks and other disasters, but the Trump admin’s”.

The following day, on August 20, 2025, Carter highlighted the importance of the Mississippi River to Louisiana’s economy and environment. He stated: “The Mississippi River is vitally important to Louisiana’s economy and way of life. We need to protect it. I was proud to lead a letter with @RepEzell urging the Appropriations Subcommittee on Energy & Water Development to provide at least $7.5 million to fund the study that makes”. Carter has served as Louisiana’s 2nd District representative since 2021 after succeeding Cedric Richmond. He previously held positions in both the Louisiana House of Representatives (1992–1994) and Senate (2016–2021). Born in New Orleans in 1963, Carter graduated from Xavier University of Louisiana in 1986 and continues to reside in New Orleans.
