Troy Carter has represented Louisiana’s 2nd District since 2021 after succeeding Cedric Richmond. Before his tenure in Congress, Carter served in both chambers of the Louisiana legislature—first as a member of the House of Representatives from 1992 to 1994 and then as a state senator from 2016 until his election to Congress.
He was born in New Orleans in 1963 and continues to reside there.
Carter is an alumnus of Xavier University of Louisiana, graduating with a Bachelor of Arts degree in 1986.
