Troy Carter has served as U.S. Representative since replacing Cedric Richmond in 2021 and previously held positions in both chambers of Louisiana’s state legislature. Born and residing in New Orleans since his birth in 1963 and holding a BA from Xavier University of Louisiana (earned in 1986), Carter has longstanding ties to both his constituency and city.
