Congressman Troy A. Carter, who represents Louisiana’s 2nd district in the U.S. Congress, has been vocal on social media about various issues concerning his constituents and national policies. On May 9 and 10, 2025, he addressed concerns regarding conditions at ICE detention facilities, legislative priorities of the Republican majority, and proposed cuts to Medicaid.
On May 9, Carter expressed his dismay after visiting ICE detention facilities in Louisiana. He stated that “When I visited ICE detention facilities in Louisiana, I was horrified by what I learned. Women told me they had suffered miscarriages, were denied proper maternal care, lacked access to menstrual products, and weren’t receiving cancer screenings. That’s inhumane.” He indicated that he had taken action by sending a communication to address these issues.
Later on the same day, Carter criticized the legislative priorities of the Republican majority in Congress. He tweeted that “Republicans have the majority, but instead of improving the lives of hard-working Americans, they’ve prioritized renaming the Gulf of Mexico. This was a waste of our time.” His statement highlights his dissatisfaction with what he perceives as misplaced priorities.
On May 10, Carter turned his attention to healthcare policy under GOP leadership linked to Musk and Trump. He claimed that “Musk/Trump’s GOP is launching a chainsaw massacre on Medicaid — cutting care for 1 in 3 Louisianans to hand billionaires more tax breaks.” He emphasized that vulnerable groups such as seniors and working families are at risk due to these proposed cuts.
Troy Carter has served in Congress since replacing Cedric Richmond in 2021 and previously held positions in both the Louisiana House of Representatives and Senate. Born in New Orleans in 1963 and a graduate from Xavier University of Louisiana with a BA degree earned in 1986, Carter continues to reside there while serving his constituency.
