Congressman Troy A. Carter, representing Louisiana’s 2nd district, recently expressed concerns over actions by the Musk-Trump Administration and Republican approaches to Medicaid. Carter, who has been serving in Congress since 2021, took to social media to share his views on recent political developments.
On May 15, Congressman Carter criticized the termination of two Department of Justice grants awarded to the Orleans Parish Sheriff’s Office. These grants were aimed at supporting justice reform and protecting victims of domestic violence in New Orleans. Carter stated that “The Musk-Trump Administration is directly harming #LA02.” He emphasized that this decision puts people at risk and declared his intention to oppose it.
The following day, May 16, Carter addressed what he described as misleading rhetoric used by Republicans concerning Medicaid cuts. He remarked on social media that “Republicans keep using the same recycled talking points about cutting ‘waste, fraud, and abuse’ from Medicaid.” He argued these claims are used against vulnerable communities and highlighted his efforts by stating he challenged these narratives for “26 and a half hours” during a session with the Energy Commerce Committee.
Later on May 16, Congressman Carter reacted to legal actions against Rep. LaMonica McIver regarding her duties related to detention center oversight. He condemned these charges as unjustified, asserting that “Charging Rep. LaMonica McIver for exercising her constitutional duty is a disgrace.” Emphasizing congressional oversight authority, he labeled such actions as un-American.
Troy Carter has an extensive background in public service; prior to joining Congress in 2021 after Cedric Richmond’s tenure ended, he served in the Louisiana House of Representatives from 1992 to 1994 and the Louisiana Senate from 2016 until assuming his current role. Born in New Orleans in 1963, Carter is an alumnus of Xavier University of Louisiana where he earned a BA degree in 1986.
