Congressman Troy A. Carter, who represents Louisiana’s 2nd district in the U.S. Congress, recently posted a series of tweets addressing environmental and public health issues in Louisiana, as well as announcing new federal funding for community infrastructure.
On July 24, 2025, Carter criticized former President Donald Trump’s administration for granting exemptions to twelve industrial plants from pollution regulations. In his tweet, Carter stated: “Donald Trump is making decisions that will kill Louisianians—and that’s not an exaggeration. Twelve plants have been granted exemptions from complying with a rule designed to reduce pollution and cancer risks for communities near industrial sites. This is a gross disregard for” (July 24, 2025).
In a follow-up post on the same day, Carter tagged several organizations and officials involved in environmental advocacy and regulation: @risestjames @CCOStJohn @labucketbrigade @LOUISIANA_DEQ @ltgrusselhonore (July 24, 2025).
Later that afternoon, Carter highlighted federal support for local climate resilience initiatives in New Orleans. He wrote: “Proud to have secured $3.9M in federal funding—the largest solar earmark of its kind—to launch New Orleans’ cooling centers. Grateful to work with Broadmoor leaders, pastors, and churches who developed and brought this idea to me. Grateful to the Mayor & City Council who also” (July 24, 2025).
Carter has represented Louisiana’s 2nd district since 2021 after succeeding Cedric Richmond. Before serving in Congress, he was a member of the Louisiana House of Representatives from 1992 to 1994 and served in the Louisiana Senate from 2016 to 2021. Born in New Orleans in 1963, Carter continues to reside there and holds a Bachelor of Arts degree from Xavier University of Louisiana.
