Congressman Troy A. Carter, who represents Louisiana’s 2nd district in the U.S. Congress, used his social media account on September 30, 2025, to criticize Republican lawmakers for their role in an impending government shutdown and to address threats against historically Black colleges and universities (HBCUs).
In a post made at 16:27 UTC, Carter stated: “We’re just hours away from the Republican-led government shutdown. While they’re on vacation and ignoring how this will hurt everyday Americans, I’m here in D.C. with @HouseDemocrats fighting for you. We won’t stand by while they play politics with your health care and refuse to”.
Later that day at 19:20 UTC, he added: “Politics is supposed to be about compromising to do what’s best for the American people. But right now, the other side of the aisle is empty. Republicans aren’t here—because they don’t care about you, your health care, or even doing their jobs to keep the government open.”
Addressing another issue on September 30 at 21:18 UTC, Carter wrote: “I’m truly disgusted that our #HBCUs, including @SouthernU_BR, are being once again forced to deal with these threats. Students deserve to feel safe on their campuses. I’m working with the university and law enforcement to continue monitoring this situation.”
Troy Carter has served as Louisiana’s 2nd District representative since 2021 after succeeding Cedric Richmond. Before joining Congress, he was a member of both the Louisiana House of Representatives from 1992 to 1994 and the Louisiana Senate from 2016 to 2021. Born in New Orleans in 1963 and currently residing there, Carter graduated from Xavier University of Louisiana in 1986.
