Congressman Troy A. Carter, who represents Louisiana’s 2nd district in the U.S. Congress, recently expressed his concerns over several policy changes and budgetary decisions on social media. His tweets addressed potential impacts on healthcare, clean energy initiatives, and scientific research funding.
On June 8, 2025, Congressman Carter criticized former President Trump’s legislative proposal dubbed the “Big, Beautiful Bill.” According to Carter, “Trump’s so-called ‘Big, Beautiful Bill’ isn’t about tax relief—it’s about erasing Obama’s ACA and Biden’s clean energy wins.” He warned that this bill could lead to “11 million [people losing] health care,” threaten green jobs globally, and add “$2.4 trillion” to the national deficit. Carter described these actions as “ideological sabotage.”

In a subsequent tweet posted on June 8th as well, Congressman Carter highlighted concerns regarding the future of the LIGO Observatory in Livingston Parish due to proposed budget cuts by Trump. He stated that “The LIGO Observatory in Livingston Parish made global headlines in 2015 when it made a scientific breakthrough in detecting gravitational waves.” He emphasized the risk of its shutdown as a significant setback for both Louisiana and global scientific progress.
Congressman Troy A. Carter has been serving Louisiana’s 2nd District since replacing Cedric Richmond in 2021. Prior to his congressional tenure, he was part of the Louisiana House of Representatives from 1992 to 1994 and served in the Louisiana Senate from 2016 to 2021.
