Congressman Troy A. Carter, who represents Louisiana’s 2nd district in the U.S. Congress, recently addressed several issues through a series of posts on his social media account, ranging from community cooling centers to federal immigration enforcement and environmental regulations.
On July 24, 2025, Carter highlighted a local initiative: “When the heat rises, so must we. This cooling center network started when our community—neighbors and faith leaders brought the idea forward to me for funding. Later that day, Carter commented on immigration enforcement practices: “I’ve said it before and I’ll say it again: ICE agents should not be wearing masks and hiding their identities. On July 25, 2025, Carter criticized recent regulatory decisions affecting environmental safety in Louisiana: “When profits come before people, everyone loses. The Trump Administration just gave 12 petrochemical plants in Louisiana a free pass to delay life-saving pollution rules until 2028. These rules would have cut cancer-causing emissions by 6,200 tons a year and reduced cancer risks”.
Carter has served as the U.S. Representative for Louisiana’s 2nd District since 2021 after succeeding Cedric Richmond. He previously held positions in both the Louisiana House of Representatives (1992–1994) and the Louisiana Senate (2016–2021). Born in New Orleans in 1963, Carter is an alumnus of Xavier University of Louisiana.
