Congressman Troy A. Carter, who represents Louisiana’s 2nd district in the U.S. Congress, used his social media platform on September 19, 2025, to explain and defend his recent votes against two Republican-backed measures.
On September 19, Carter posted about his opposition to a resolution involving Charlie Kirk: “I voted no on the misleading Charlie Kirk Resolution. While I stand firmly and without hesitation against all forms of violence, I cannot support language that requires us to praise a man who so often showed disdain and disrespect for others. This resolution is misleading. It” (September 19, 2025).
Later the same day, Carter addressed his stance on government funding legislation: “I’m proud to stand with my @HouseDemocrats colleagues in voting NO on the Republican #GovernmentFunding bill. We will NOT rubber-stamp legislation that worsens the health care crisis Republicans created. We work for the American people, and I’ll keep pushing back by fighting to” (September 19, 2025).
He reiterated this position in another post: “I voted NO on House Republicans’ #GovernmentFunding bill. They have chosen to push through a partisan government funding bill that guts health care coverage. I will continue to push against this GOP-created crisis by fighting to cancel the cuts, lower the cost, and save YOUR” (September 19, 2025).
Carter’s opposition centers around concerns about legislative language he describes as “misleading” and provisions he argues would worsen healthcare access for Americans.
Carter has represented Louisiana’s 2nd District in Congress since replacing Cedric Richmond in 2021. He previously served in both chambers of Louisiana’s state legislature—first as a member of the House of Representatives from 1992 to 1994 and then as a state senator from 2016 until his election to Congress in 2021. Born in New Orleans in 1963 and currently residing there, Carter graduated from Xavier University of Louisiana with a Bachelor of Arts degree in 1986.
