Carter has served as Louisiana’s representative in Congress since 2021 after succeeding Cedric Richmond. He previously held seats in both chambers of Louisiana’s state legislature—serving in the House from 1992 to 1994 and in the Senate from 2016 until his election to Congress in 2021. Born and residing in New Orleans since 1963, Carter is also an alumnus of Xavier University of Louisiana.
