Congressman Troy A. Carter, who represents Louisiana’s 2nd district in the U.S. Congress, has publicly supported efforts to extend Affordable Care Act (ACA) tax credits, according to a series of statements posted on December 17, 2025.

On his social media account, Carter highlighted the impact of ACA tax credits on his constituents: “ACA tax credits have helped Louisianians afford health coverage. These credits have allowed small business owners to take a chance on themselves, working parents to keep coverage for their children, caregivers to manage chronic conditions, veterans to address service-connected” (December 17, 2025).

Later that day, Carter announced his support for legislative action regarding the tax credits: “I signed the discharge petition to force a vote on a clean three-year extension of the #ACA tax credits. The petition now has 218 signatures, and there’s no more avoiding it. This is an opportunity for our Republican colleagues to do the right thing and protect health care for” (December 17, 2025).

He further described the significance of recent developments in Congress: “This is a historic moment in the fight to protect Americans’ health care. @RepJeffries’ discharge petition to force a vote on a clean three-year extension of the #ACA tax credits has secured enough signatures. Mr. Speaker, it’s time to do the right thing—bring this bill to the” (December 17, 2025).

Carter has served as U.S. Representative since 2021 after succeeding Cedric Richmond. He previously held seats in both chambers of Louisiana’s state legislature and was born and raised in New Orleans. He earned his undergraduate degree from Xavier University of Louisiana in 1986.

The discharge petition referenced by Carter is a legislative procedure that allows members of Congress to bring a bill directly to the floor for consideration if it garners enough support. The current effort focuses on extending ACA tax credits designed to help individuals afford health insurance coverage.
