Congressman Troy A. Carter, who represents Louisiana’s 2nd district in the U.S. Congress, shared updates on his recent activities and constituent outreach through a series of posts on July 23, 2025.
In one post, Carter described an encounter with Mahmoud Khalil, stating on July 23: “What a surprise to visit with Mahmoud Khalil today — and to have him thank me for visiting and supporting him while he was wrongfully detained by ICE in Louisiana for speaking his mind. I’m glad he’s free and reunited with his son, but it’s sickening he was ever put through this”.
Addressing residents of his district, Carter posted later that day: “#Louisiana, I want to make sure you have access to the information and federal resources you need. Next week, I’m hosting a town hall in #LA02 so I can hear directly from you. I’m also holding resource fairs beforehand featuring federal, state, and local agencies! Find more info” (July 23).
Carter also commented on lighter moments at work: “This is what happens when the last Seersucker day of the year and #SneakerDay overlap!” (July 23).
Troy Carter has represented Louisiana’s 2nd District in Congress since 2021 after succeeding Cedric Richmond. Before his tenure in Congress, Carter served in both the Louisiana House of Representatives (1992-1994) and the Louisiana Senate (2016-2021). Born in New Orleans in 1963, Carter continues to reside there. He graduated from Xavier University of Louisiana with a BA in 1986.
