Congressman Troy A. Carter, who represents Louisiana’s 2nd district in the U.S. Congress, posted a series of updates on November 17, 2025, highlighting community events and institutional challenges.
In his first post of the day, Carter extended congratulations to members of Omega Psi Phi Fraternity: “Happy Founders’ Day to the men of @OfficialOPPF! I’m proud to recognize my colleagues @RepJamesClyburn, @RepKweisiMfume, and @RepHankJohnson, distinguished members of this great fraternity. Congratulations on 114 years of brotherhood!” (November 17, 2025).
Later that afternoon, he addressed issues arising from government operations affecting social programs: “Rep. Troy Carter: The shutdown’s battle over SNAP benefits revealed a huge institutional failure” (November 17, 2025).
That evening, Carter discussed his participation in a local economic development event: “It was great to join the Algiers Economic Development Foundation for their Signage Celebration! The Foundation played a vital role in bringing the new ferry terminals connecting New Orleans and Algiers Point to life. This will strengthen transportation, tourism, and economic” (November 17, 2025).
Carter has served as the U.S. Representative for Louisiana’s 2nd district since 2021 after succeeding Cedric Richmond. Before joining Congress, he served in both the Louisiana House of Representatives from 1992 to 1994 and the Louisiana Senate from 2016 to 2021. Born in New Orleans in 1963 and currently residing there, Carter is an alumnus of Xavier University of Louisiana.
