On May 15, 2026, Carter shared details of a meeting with Canadian parliamentarian Bob Zimmer: “It was a pleasure meeting with Canadian member of Parliament @bobzimmermp, co-chair of the Parliamentarian Outdoor Caucus. This caucus is the sister organization to the Congressional Sportsmen’s Caucus, where I’m proud to serve as Vice Chair.”

Carter has represented Louisiana’s 2nd District in Congress since 2021 after succeeding Cedric Richmond and previously served in both chambers of the state legislature—first in the House of Representatives from 1992 to 1994 and later in the Senate from 2016 to 2021. Born in New Orleans in 1963, Carter continues to reside there and holds a Bachelor of Arts degree from Xavier University of Louisiana.
