Congressman Troy A. Carter, who represents Louisiana’s 2nd district in the U.S. Congress, posted a series of updates on July 17, 2025, addressing public safety concerns and commemorating a fellow legislator.
In a morning alert regarding severe weather, Carter wrote on July 17: “#Louisiana – Expect extremely heavy rainfall this week as a slow-moving system enters the Gulf. A flood watch will be in effect for several parishes. Please stay safe, stay informed, and follow guidance from local officials.”
Later that day, Carter raised concerns about law enforcement conduct, stating on July 17: “ICE agents are hiding their faces and refusing to identify themselves. This isn’t just corruption, it’s a dangerous abuse of power. It’s un-American and I will NOT stand for it.”
In an evening post, Carter paid tribute to former Congressman Bill Clay Sr., writing on July 17: “Former Congressman Bill Clay Sr. was a founding member of @TheBlackCaucus and a staunch leader for justice. His legacy will forever live on in the CBC, in Congress, and across our nation. My prayers are with his family and loved ones. May he rest in peace.”
Troy Carter has served as the representative for Louisiana’s 2nd District since 2021 after succeeding Cedric Richmond.[source] He previously held positions in both the Louisiana House of Representatives from 1992 to 1994 and the Louisiana Senate from 2016 to 2021.[source] Born in New Orleans in 1963 and currently residing there,[source] Carter graduated from Xavier University of Louisiana with a Bachelor of Arts degree in 1986.
