Congressman Troy A. Carter, who represents Louisiana’s 2nd district in the U.S. Congress, posted a series of reflections and tributes on his social media account between December 6 and December 8, 2025.
On December 6, Carter marked the anniversary of the abolition of slavery by quoting directly: “On this day in 1865, the #13thAmendment abolished slavery. As we reflect on this historic milestone and the long road to equality for Black Americans, let us continue striving for true equality and a nation free from discrimination.”
The following day, December 7, he commemorated Pearl Harbor Remembrance Day with another message: “Today we remember the soldiers, sailors, and civilians who lost their lives at #PearlHarbor. Let us honor their memory by recommitting to building a future worthy of their courage and sacrifice.”
On December 8, Carter congratulated Charlotte Parent on her retirement from University Medical Center after a lengthy career in healthcare: “Congratulations to my dear friend Charlotte Parent on her retirement from University Medical Center! For 36 years, Charlotte has served with extraordinary dedication as a nurse and healthcare leader. Her career has always been guided by one mission: caring for others.”
Carter has represented Louisiana’s 2nd District since replacing Cedric Richmond in Congress in 2021. Prior to his current role, he served in both the Louisiana House of Representatives (1992-1994) and the Louisiana Senate (2016-2021). Born in New Orleans in 1963, Carter is also an alumnus of Xavier University of Louisiana.
