Congressman Troy A. Carter, representing Louisiana’s 2nd district, shared updates on disaster preparedness and healthcare policy in a series of posts on July 25, 2025.
In his first post, Carter highlighted his role as a founder and co-chair of the Congressional Disaster Preparedness & Recovery Caucus and his participation in a recent symposium: “As a proud founder and co-chair of the Congressional #DisasterPreparedness & Recovery Caucus, I was honored to attend the Congressional Hurricane Preparedness and Recovery Symposium. Later that day, Carter addressed healthcare affordability: “We know that #ACA premium tax credits help make marketplace coverage more affordable for individuals and families ineligible for Medicaid. It’s essential that we continue to both strengthen Medicaid and extend the ACA premium tax credits. As a result of Republican’s #BigUglyLaw,” (July 25, 2025).
Carter has served as U.S. Representative for Louisiana’s 2nd District since replacing Cedric Richmond in 2021. Before joining Congress, he served in the Louisiana House of Representatives from 1992 to 1994 and in the Louisiana Senate from 2016 to 2021. Born in New Orleans in 1963, Carter continues to reside there today. He graduated with a BA from Xavier University of Louisiana in 1986.
