Congressman Troy A. Carter, representing Louisiana’s 2nd district, has recently addressed several significant issues through his social media posts. Carter, who took office in 2021 following Cedric Richmond, brings attention to education and healthcare in his communications.
On May 7, 2025, Congressman Carter extended his appreciation to educators during Teacher Appreciation Week. In his post, he emphasized the crucial role teachers play in the community of LA02 by stating: “Happy Teacher Appreciation Week to every educator in #LA02! Our community is a better place because of the work that you do to inspire the next generation and equip them with the skills they need to succeed. At a time when education is being attacked, you are more important than”.
The following day on May 8, Carter criticized proposed healthcare cuts associated with political figures Elon Musk and Donald Trump. He highlighted concerns about these cuts’ potential impacts on vulnerable populations by sharing: “You can always count on Americans to do the right thing — after they’ve tried everything else.” Even 1 or 2 Republicans are waking up: you can’t slash $880 BILLION from health care without gutting seniors, veterans, kids, and families. The Musk/Trump cuts are reckless,”.
Later that same day, Carter accused House Republicans of misleading the public regarding their plans for Medicaid budget reductions. He referenced a confirmation from a nonpartisan source stating: “House Republicans have been lying for MONTHS about their plans to cut nearly $1 trillion from Medicaid. The nonpartisan @USCBO confirmed what we already knew: their plan will kick millions of people off their health care. They are betraying the American people.”
Born in New Orleans in 1963 and currently residing there at age 59, Troy Carter graduated from Xavier University of Louisiana with a Bachelor of Arts degree in 1986. Before joining Congress, he served in both the Louisiana House of Representatives and Senate.
