On April 29, 2025, Congressman Carter stated, “Trump’s blatant attacks on the rights of LGBTQI+ Americans cannot be ignored.” He expressed pride in his collaboration with colleagues in the Equality Caucus as they reintroduced the Equality Act. The initiative aims to establish federal nondiscrimination protections for LGBTQI+ individuals.
In another post on the same day, Carter expressed concern over the government’s handling of emergency management as he noted, “Did you know that with #HurricaneSeason just a month away, Trump is continuing his mission to dismantle FEMA, strip critical funding, and push all the responsibility for emergency management onto the states?” Carter remarked on the first 100 days of the Musk-Trump Administration, highlighting issues of preparedness ahead of the hurricane season.
On April 30, 2025, Carter addressed potential impacts on federal employment in Louisiana, reflecting on his letter to government agencies, saying, “Louisiana is home to over 35,000 federal workers, including 6,703 in #LA02.” He reached out to the Department of Veteran Affairs, Social Security Administration, and the Environmental Protection Agency to oppose proposed layoffs or budget cuts, emphasizing the need to preserve jobs and necessary services.
Troy Carter, 59, has represented Louisiana’s 2nd district since replacing Cedric Richmond in 2021. Born in New Orleans, he served in the Louisiana House of Representatives and the Louisiana Senate. Carter holds a BA from Xavier University of Louisiana and resides in his birthplace.
