Congressman Troy A. Carter, who represents Louisiana’s 2nd district in the U.S. Congress, used his social media platform on October 1, 2025, to address concerns about a potential government shutdown and its effects on federal programs such as the National Flood Insurance Program.

In a post dated October 1, 2025, Carter stated: “We can’t allow the dysfunction of government to punish everyday Americans by letting the National Flood Insurance Program lapse, leaving families and businesses without critical protection. That’s why I introduced bipartisan legislation with @RepEzell and @RepFletcher to https://t.co/xcATDMbmIR”.

Later that evening, he invited constituents to join him for a discussion regarding the government shutdown: “Join me and @BennieGThompson tonight at 11:30 PM EST as we talk about the Republican shutdown. https://t.co/3g3XNbDscn” (October 1, 2025).

Carter also addressed responsibility for the looming shutdown in another post: “I want to be crystal clear about why we are at risk of a government shutdown: Republicans control the House. Republicans control the Senate. Republicans control the White House. This shutdown is entirely of their making.

Troy Carter has represented Louisiana’s 2nd District in Congress since replacing Cedric Richmond in 2021. He previously served in both chambers of Louisiana’s state legislature—first in the House of Representatives from 1992 to 1994 and later in the State Senate from 2016 until his election to Congress in 2021. Born in New Orleans in 1963, Carter is a lifelong resident of that city and graduated from Xavier University of Louisiana with a Bachelor of Arts degree in 1986.
