In a post dated October 1, 2025, Carter stated: “We can’t allow the dysfunction of government to punish everyday Americans by letting the National Flood Insurance Program lapse, leaving families and businesses without critical protection. Troy Carter has represented Louisiana’s 2nd District in Congress since replacing Cedric Richmond in 2021. He previously served in both chambers of Louisiana’s state legislature—first in the House of Representatives from 1992 to 1994 and later in the State Senate from 2016 until his election to Congress in 2021. Born in New Orleans in 1963, Carter is a lifelong resident of that city and graduated from Xavier University of Louisiana with a Bachelor of Arts degree in 1986.
