Congressman Troy A. Carter, who represents Louisiana’s 2nd district in the U.S. Congress, has used his social media platform to address ongoing political developments and public health issues.

On October 9, 2025, Carter posted about the ongoing government shutdown, stating, “Tomorrow marks day 10 of the #RepublicanShutdown. I’m going live with the former Office of Management and Budget Director Shalanda Young to discuss healthcare cuts, the importance of ACA tax credits, and how this impacts you.” The following day, he announced the start of the live discussion with a post: “We’re live now!”

Later on October 10, Carter addressed mental health awareness and support in another tweet: “We must end the stigma around mental health care. It’s okay to not be okay, but it’s also important to ask for help. I’m fighting to expand access to mental health resources and support for those who need it in #LA02 and across America. You are never alone. If you or a loved one”

Carter has represented Louisiana’s 2nd congressional district since 2021 after succeeding Cedric Richmond. He previously served in both chambers of Louisiana’s state legislature: first in the House of Representatives from 1992 to 1994 and later in the Senate from 2016 until his election to Congress in 2021. Born in New Orleans in 1963, Carter is a lifelong resident of the city and graduated from Xavier University of Louisiana with a BA in 1986.
