Carter has served as Louisiana’s 2nd District representative since 2021 after replacing Cedric Richmond. He previously held positions in both the Louisiana House of Representatives (1992-1994) and Louisiana Senate (2016-2021). Born in New Orleans in 1963 and currently residing there at age 59, Carter graduated from Xavier University of Louisiana with a BA in 1986.
