Later that day, Carter expressed pride in a local accomplishment, announcing the cultural recognition of his home city. He tweeted, “I’m proud to announce that @CityOfNOLA has been ranked the #1 most cultured in the U.S.! This certainly doesn’t come as a surprise as Louisiana continues to lead the way with our rich heritage and unmatched spirit. There’s truly no place like home!”. In a subsequent post, Carter honored an individual close to him, celebrating a significant birthday. On April 28, 2025, he tweeted, “On April 27, 1925 Hazel Ralph was born. She is a true matriarch, a retired homemaker who enjoys spending time with her family, taking casino bus rides, eating out, and attending Catholic mass. Hazel is cherished by all her children, grandchildren. Happy Birthday, Hazel!”. The tweet recognized Hazel Ralph’s role as a cherished family figure.

Troy Carter was born in New Orleans in 1963 and is an alumnus of Xavier University of Louisiana, where he graduated with a BA in 1986. Carter’s career in public service is extensive and continues to impact his community positively.
