Congressman Troy A. Carter, who represents Louisiana’s 2nd district in the U.S. Congress, has used his social media platform to raise concerns about flood insurance costs and call for transparency regarding the release of files related to Jeffrey Epstein.
On July 21, 2025, Carter addressed the financial impact of federal flood insurance reforms on his constituents and others nationwide. He stated, “#RiskRating 2.0 has made flood insurance a tremendous financial burden for families and businesses in Louisiana and across the country. That’s why I’m calling on @HomelandGOP to subpoena the officials in charge of flood insurance at @fema to release the details they’ve been”.
Later that day and into July 22, Carter turned his attention to demands for government transparency regarding documents associated with Jeffrey Epstein. In a post dated July 22, he wrote, “If there’s “nothing to hide,” why are Republicans blocking the release of the Epstein files? Who’s on those lists they don’t want us to see? #TransparencyNow”. Shortly after, he reiterated his position: “The American people deserve transparency. Why are Republicans refusing to release the Epstein files? What are they so afraid of us finding out? #Accountability”.
Carter has represented Louisiana’s 2nd District since 2021 after succeeding Cedric Richmond. Before serving in Congress, he was a member of both chambers of Louisiana’s state legislature—first as a representative from 1992 to 1994 and later as a senator from 2016 until his election to Congress in 2021. Born in New Orleans in 1963, Carter continues to reside there today. He is an alumnus of Xavier University of Louisiana, where he earned a Bachelor of Arts degree in 1986.
