Carter has represented Louisiana’s 2nd District since 2021 after succeeding Cedric Richmond and previously served in both chambers of Louisiana’s state legislature—first as a member of the House of Representatives from 1992 to 1994 and then as a state senator from 2016 to 2021. Born in New Orleans in 1963 and currently residing there, Carter graduated with a BA from Xavier University of Louisiana in 1986.
